SCBC Advances Second Chance Employment With New Metrics Framework and Growing Membership
Employers Build Momentum to Hire and Provide Career Advancement to People With Criminal Records

Washington, DC, February 3, 2025 – The Second Chance Business Coalition (SCBC) today announced a series of milestones in its efforts to advance second chance employment, including a new metrics guide for employers; more large employers joining the Coalition; an expanded map for finding community partners; and the latest SCBC survey showing progress on employment opportunities for individuals with a criminal record.

Metrics Framework for Second Chance Policies and Practices Now Available

Developed with input from talent leaders at SCBC member companies, the new SCBC Metrics Framework for Second Chance Policies and Practices provides practical metrics for evaluating and enhancing second chance employment programs, focusing on key areas such as attraction, talent acquisition and retention. The tool enables companies to measure success, improve program outcomes and integrate second chance employment into broader talent strategies.

KeHE and Xylem Latest Large Employers to Join Coalition

The SCBC welcomed KeHE and Xylem as its newest members, highlighting the private sector’s growing commitment to creating economic opportunities for individuals with criminal records. With these additions, SCBC membership now stands at 52 large employers across a wide range of industries, including retail, technology, manufacturing, energy and professional services.

Map for Finding Local Partners Expanded

To further support employers in identifying and engaging with local workforce organizations, the SCBC has expanded its Community Partners Map to include 45 states and Washington, DC. The interactive resource now features over 1,000 community-based organizations across 100 major job markets that provide job readiness, reentry services and skills training for people with criminal records.

New Survey Shows Large Employers Are Making Progress on Second Chance Employment

New findings from the annual SCBC benchmarking survey highlight the progress member companies are making:

  • Over 80 percent of companies surveyed now review candidates individually, without hard stops on certain conviction types.
  • 50 percent of participating companies report establishing hiring programs or partnerships to recruit second chance candidates.
  • Over 60 percent of participating companies partner or contract with a reentry or other organization to administer hiring or support programs for their employees with criminal backgrounds.
  • 70 percent of participating companies report reviewing or updating HR policies and practices to be more inclusive of second chance employment.
