Overview

A collaboration among the Chamber of Commerce of Greater Philadelphia, Philadelphia Works and JPMorganChase, with Envoy providing implementation support, leads fair chance employment efforts in Philadelphia. Initiative outcomes extend beyond individual employers and have contributed to additional amendments to Philadelphia’s Fair Chance Ordinance.



Convening Organizations

The Chamber of Commerce of Greater Philadelphia and Philadelphia Works collaborate to drive employer-focused solutions through panel discussions, events and the Fair Chance Implementation Series facilitated by Envoy.

 

Employer Engagement and Support

Through a multipart series, participating employers receive tools and best practices to modernize internal HR policies, diversify talent pipelines and build community-based partnerships that support fair chance employment.

According to Tyrone Hampton, Director of Workforce Partnerships at Philadelphia Works, the goal is to move fair chance hiring “from an initiative to a norm” by bringing employers and community organizations together for complete solutions.

 

Policy and Advocacy Impact

On October 8, 2025, Philadelphia enacted additional amendments to its Fair Criminal Record Screening Standards Ordinance. The amendments, effective January 6, 2026, expand protections for individuals with criminal records and require businesses to revise notices to applicants, employees and independent contractors. Ongoing collaboration among employers, organizations and policymakers driving fair chance in Philadelphia spurred these positive policy developments.
